This paper analyzes the mode characteristics，core elements and path dependence of the credit system construction in developed countries，and sums up the American model，Japanese model and German model. In order to shed light on the problems of credit in the population management in China，this paper discusses the core element of the orderly management in the developed countries，like attaching importance to the credit education，raising the social consciousness of orderly management of population，improving the credit recording system，establishing the information basis of the orderly management of population，bettering the reward and punishment mechanism and building the interest orientation of the orderly management of population. <<
