2000年,建设部确定8个城市为“生活垃圾分类收集试点城市”,10年间实效不乐观,并逐渐销声匿迹。近几年,随着“垃圾围城”“焚烧事件”的出现,垃圾分类被重新重视,国家和地方相继出台了政策,希望能提高垃圾分类率,但仍然存在不少问题,如居民知晓程度低、宣传单一且不持久、无激励无惩罚、未建立监管机制、垃圾分类各环节衔接不明、前端输入少、试点面过宽等。未来,垃圾分类依然有一条很长的路要走。
<<In 2000,the then Ministry of Construction (MOC)identified eight cities as the pilot cities for garbage sortin.Unfortunately,this program failed to produce good results in the subsequent decade and gradually disappeared.As incidents like “garbage around the city” and “garbage incineration” redraw attention in most recent years,both the central and local governments have issued policies in a hope to increase the percentage of garbage sorted.Nonetheless,there remain problems including low resident awareness,a lack of diversified and lasting promotion,insufficient incentives penalties,a lack of a regulatory mechanism,unclear relations between steps of garbage sorting,insufficient inputs from the early stage,and too wide coverage of relevant pilot programs.It is recommended that more efforts be made in terms of promotion,incentives/penalties be duly increased,and a regulatory mechanism and a process information platform be created.When it comes to garbage sorting,China still has a long way to go-it may be one or two more decades,but never only three to five more years.
