    重建政校关系:探索与思考

    摘要

    在重建政校关系的过程中,各地探索出了一些有效的做法,如政府简政放权,大量减少对学校不必要的检查、评估;推进管、办、评分离,建立权责明确的管理体制和现代学校制度;转变政府的教育行政职能,变无限政府为有限政府、管制型政府为服务型政府。提出政校关系重建中要重点思考改革的目的、如何收紧政府的“手”、如何监控学校的办学自主权等问题。建议制定《学校法》,厘清政校权力边界,用教育行政管理制度、教育投入制度、问责制度等来固化改革成果,建构一种有助于保障社会公正和公平、有助于学生更好发展的新型政校关系。

    Abstract

    During the process of the reconstruction of the relationship between the government and schools,locals explore some effective practices,such as government decentralization,significant reduction in unnecessary tests and evaluations of schools,promoting separation of management,implementation and evaluation,establishing management system and modern school system with specific accountabilities,transferring administrative functions of governments on education,and changing unlimited government into limited government in management and service styles. It is put forward that in the reconstruction of the relationship between the government and schools,we should focus on the purposes of the reform and problems like how to tighten the“hands”of the government,and how to monitor the autonomy in running schools. It is recommended to draft the“Act of School”to clarify the boundary of political powers and school powers. We could construct a new type of government-school relations helping to guarantee social justice and equality and students’ better development,with application of education administrative system,education investment system and accountability system,etc. to strengthen the achievements.
