2013年是“十二五”时期具有承前启后意义的一年。在《北京市“十二五”时期教育改革和发展规划》得到顺利实施、首都教育保持持续健康稳定发展势头的基础上，一年来，北京市积极推进教育改革试验任务取得了阶段性成果，同时加大教育改革力度促进教育民生问题、重大难点问题和面向未来的战略问题的解决，呈现出“以改革促发展”的总体态势。伴随着教育改革的日渐深入，改革的系统性、整体性、协同性要求日益提高，深化教育领域综合改革已成为新的历史时期全面推进首都教育现代化建设的必由之路。
<<2013 is the midterm evaluation period of “The Twelfth Five-Year Plan for Educational reform And Development of Beijing”. Data and facts show that education in Beijing continues to maintain the healthy and sustainable momentum. Meanwhile，a growing number of reform measures focus on education-related livelihood issues and tough problem as well as strategic development Issues is witnessed in 2013. More and more evidences show there is an urgent need to strengthen comprehensive education reform which means reform measures should be more systematic，holistic and coordinated.
