The European Commission designated 2010 as the European Year of Combating Poverty and Social Enclusion.Based on an analysis of the population structure，immigrant groups，household scale，labour market and the income distribution model in the European Union，this report examines the social policies and instruments on the social protection，social inclusion，health and safety，and education and training at both the national and European levels in recent years，in order to get rid of the financial crisis，ensure economic growth and promote employment.
