This report comprehensively reviews the legal development of the EU between September 2009 and September 2010 against the background of the taking into effect of the Treaty of Lisbon and the financial crisis. The development of the EU’s secondary legislation and case law reflects the reality and requirements of the European integration as well as the influences of the financial crisis and the development of new technology. The report consists of two parts. Part 1 gives a brief introduction to the development of secondary legislation in the EU，where some progresses have been made，especially with regard to Schengen aquis，the border management of the EU，the financial crisis，judicial cooperation and tax cooperation. Part 2 analyses the new jurisprudence of European courts，mainly involving the issues arising from the application of new technology，the fund-freezing regulation，the applicable law of contract obligations，and the protection of the social rights and human rights of EU citizens.
