Crisis of the capitalist system lasted for four years，imperialism stirred up trouble everywhere，while workers’ movement and the struggle of the people come and go，and under such complex situation，the 21st International Communist Seminar was held in Brussels as scheduled，with the “Relationship between the urgent task of communists and their struggle for socialism”as the theme.The meeting adopted a series of agreements on current world events，and stressed that the communists should use the capitalist economic crisis，and actively participate in the struggle and the leadership of the workers’ movement and in the people’s fighting for socialism.
