Achieve green development goals need to green innovation，green innovation and promote green development. The current study on China’s scientific and technological innovation capability and resources to performance evaluation study more，but will be green development and technological innovation combined with a systematic study less，and continuously improve the environmental performance and resources in a relatively limited space per capita resources and emissions possession based on the high level of development to become an important indicator to measure innovation capacity. Though building green innovation capability evaluation index system and basic evaluation，the paper gets the main conclusion.
