As the “18th CPC National Congress” proposed to implement innovation drive development strategy，the technology innovation is placed in the core position concerning the overall situation of national development，Jiyuan is in the transition period of economic and new urbanization，development economic growth，structure，adjusting transformation，promoting breakthrough and citizen benefits has put forward the new request to the science and technology innovation. Based on the analysis of the Jiyuan science and technology innovation present situation，This paper analyzes the restriction factors existing in Jiyuan science and technology innovation，and presented in the new historical period，the city of Jiyuan to play a role in leading and supporting technology innovation，countermeasures and suggestions to implement innovation drive development strategy.
