围绕党的十八大“加快形成政社分开、权责明确、依法自治的现代社会组织体制”的战略目标，运用统计分析、调查问卷与深度访谈等方法，深入梳理海淀区社会组织发展的现状、特点及问题，提出要推进海淀区社会组织发展，需要一手抓培育发展，一手抓监督管理，从政府、社会、社会组织三个层面进行科学设计和布局。
<<According to strategic target of building modern Social organizations system quickly which separate Social organizations from governments，right and responsibility are distinct，self-governing by laws stated in the 18th National Party Congress of CPC Report，the paper analyze the current situation，features and problems of Social organizations in Haidian District，taking use of statistics，questionnaires and in-depth interviews.Furthermore，the paper proposed to have scientific top-level design and accelerate Social organizations development by government，society and Social organizations themselves，emphasizing both support and supervision.
