Non-government Support Organizations tend to been the low working efficiency and limited scales as the result of coordinating the relations with government and scarcity in capitals in the process of fostering social organizations.Nevertheless the support organizations hold by government has always been covered by administration，which can hardly separated from government and growing independently.How to improve the efficiency and scales of social organizations？Therefore Social Work Committee of Chao Yang and Social Work Office have entrusted Beijing NPI Non-profit Organization by the form of cooperation to operate The Social Organizations Comprehensive service Center of Chao Yang District in order that achieving a pattern which organizations established by government-based and operated by society with non entity platform.
