中国的住房公积金自1991年建立以来,始终发挥着政策性住房金融的作用。然而,随着房价的迅猛上涨,住房公积金制度“不进则退”,亟须改革,在此背景下,社会各界关于建立住房金融机构的声音此起彼伏,本文从现有的住房公积金制度的相关分析出发,借鉴各国先进经验,探讨住房金融机构对我国房地产发展的作用和影响。
<<Since Shanghai first established the housing provident fund system in 1991,the housing provident fund has played the policy role of housing finance.However,with the soaring house prices,the housing provident fund system faces such a situation:“not to advance is to go back”.The system needs a timely reform.Under this background,the public hope to build housing financial institutions.This paper starting from the correlation analysis of the existing housing provident fund system and the advanced experience of all countries,aims to study the effect and influence in real estate development of establishing housing financial institutions.
