为配合《珠江三角洲地区改革发展规划纲要》及《粤澳合作框架协议》,2013年澳门特区政府施政报告中提及旅游局即将进行《旅游业发展总体规划》的研究。当中将就澳门如何成为世界旅游休闲中心作长远规划。澳门要成为国际级的旅游城市,必须要面对发展旅游及博彩业所带来的一系列社会效应。本文旨在综合大型旅游活动,包括博彩业及年度举办的澳门格兰披治大赛车等衍生的社会问题,来思考澳门在成为世界旅游休闲中心过程中将会遇到的一些问题。当中较为突出的问题包括旅客与市民之间的土地使用优先权、交通及自然资源规划、多元产业发展以及专才培训的迫切性。只有持续评估及回应社会问题才能有效平衡市民及旅客的需求,令澳门社会逐步变化以适应新的特区定位。
<<In line with the “The Outline of the Plan for the Reform and Development of the Pearl River Delta” and “Framework Agreement on Cooperation Between Guangdong and Macau,” The Policy Address of the Macau Special Administrative Region Government for the year 2014 mentioned that the Macau Government Tourist Office (MGTO) will launch a “Tourism Development Master Plan”,in which a long-term strategic planning of Macau as the position of a world tourism and leisure centre would be proposed. To become an international tourism city,Macau inevitably will face a wide range of social issues triggered by tourism and gaming industry development. This article attempts to summarise the social issues emerged from large-scale tourism activities,including the gaming industry as well as the annual Macau Grand Prix,in order to reflect the possible issues that could emerge in the process of building Macau as a world tourism and leisure centre. Of these issues identified,the priority in land use between visitors and local residents,transport and natural resources planning,diversification of industrial development,and the urgency to train up professionals are major concerns. Only through a sustained assessment and response to these social issues could the demands of both citizens and visitors be balanced,and could the community of Macau be adapted to its new position through incremental changes.
