The Legislative Assembly of Macau enacted the “Urban Planning Law” in August 2013，which would become effective from March 2014. Although this bill was approved eventually in the Legislative Assembly，a lot of controversies emerged during the legislative process. These controversies are likely to remain when the Law is to be applied. This article attempts to review and comment on some principal controversies during the legislative process.
