提高公民科学素质对实现经济社会全面协调可持续发展和构建创新型国家具有重要的意义。及时全面了解公民科学素质状况需要客观系统的测评与调查。米勒体系是国际上科学素质测评的主流理论,已被多个国家借鉴和采用。由于各国社会环境的差异以及对科学素质概念界定的变化,专家和学者们对其进行了不断的探索和修正。中国学者自20世纪90年代以来,以《全民科学素质行动计划纲要(2006—2010—2020年)》(以下简称《科学素质纲要》)为指导,基于米勒测评体系,从中国国情出发进行了大量本土化研究和实践。
<<Civic scientific literacy has a great bearing of the sustainable socioeconomic development and the building of an innovation-oriented country.An objective evaluation system is needed for updating the data on civic scientific literacy in China in a timely manner.Jon Miller’s measurement is the mainstream theory of civic scientific literacy and is widely adopted around the world.Due to the different social circumstances and concepts of scientific literacy in different countries,experts and scholars have been revising Miller’s measurement.Since the 1990s,the Chinese scholars have been following the “National Scientific Literacy Action Plan” to carry out localized research and practice based on Miller’s measurement indicators.
