The Decision on Major Issues Concerning Comprehensively Deepening Reforms by the Third Plenary Session of the 18th CPC Central Committee was officially announced on November 16，2013.The Decisions scientifically answered a series of major theoretical and practical issues concerning comprehensively deepening reform，set a clear direction of reform，made significant deployment to comprehensively deepening reforms，and made clear statements of the guiding ideology and objectives for deepening cultural restructuring system reform.
