Because of the development of global climate change and urbanization，the effect of extreme climate events on Beijing is more seriously. To adapt to climate change，there are four dimensions to improve，that is，governance mechanism on adaptation，the skill of urban construction and management，ecological environment construction，the capacity of social and economic administration，such as carrying on climate risk assessment，improving the urban lifeline protection level from climate change，increasing urban green area，enlarging the coverage of climate insurance，etc.
