北京作为国家发改委低碳城市试点，转型评价工作重要性凸显。文中，以北京东城为对象，考察低碳建设工作在城区层面的细化和推进状况，归纳总结东城低碳转型的实践亮点及重大挑战，给出政策建议。借此，探讨北京市城区层面的低碳评价方法及重点领域。
<<the importance of low-carbon assessment has been widely accepted after national low-carbon pilot city project was launched in 2010. For the case of Dongcheng district，the city low-carbon transition practice has been analyzed at district level. In the paper，both highlights of low-carbon transition practice and challenge emerged are discussed，which are based on the results of analysis mentioned above.
