Informatization plays an active role in promoting the basic education development. Recently，both the central government and local government pay attention to the informatization of basic education. Overall，the basic education informatization develops very quickly that will become better in the future. Although the infrastructure of basic education and the teachers’ welfare has been in a very high level，the construction of software and hardware of informatization facility is in an unbalanced situation. The disequilibrium of fiscal revenue and education expenditure among districts in Beijing are the direct reason that leads to the imbalance，but the superior education resources that excludes informatization facility which are inherently distributed unevenly is the primary cause.
