从宏观视角和分行业视角实证检验了北京市政府R&D投入对企业R&D投入的激励效应。实证检验结果显示，北京市政府R&D投入对企业的激励效果十分有限，企业R&D投入更可能是敏感于R&D人员投入和企业预期的产出，而不是政府R&D投入，北京市政府R&D投入存在较大的优化空间。
<<This paper analyzes the effect of government funding on private research and development in terms of the whole and industry of Beijing. The result indicates that the complementary effect of Beijing government R&D is limited. Private R&D is sensitive to Full-time Equivalent of R&D personnel and revenue of new products rather than government R&D. Thus，Beijing government R&D subsidies should be optimized.
