20世纪90年代以来中国经济快速发展。与国家整体经济不断攀升的迅猛势头相比,教育投入的增长颇显迟缓。本文通过对媒体在九年间(2003。7—2012。7)的相关报道及微博用户(2009。8—2012。8)的观点进行数据统计,发现该议题在传播过程中具有以下几个特征:媒体报道具有时间分布上的规律性,主要集中在每年的3月、7—9月、11—12月;政府和媒体的议程影响公众议程;公众议程更易受到突发事件的影响;官方缺少解读,舆论场集中在公众;媒体的官方微博成为“复读机”,缺乏反馈与双向互动。最后,针对教育投入在传播过程中存在的不足之处,研究小组认为政府要建立完善的政策发布机制,注重公众意见的反馈;媒体要加强对政策的解读,充分发挥舆论监督的作用。
<<Since the 1990s,China’s economy develops in a high growth rate.Compared with the rapid momentum of the country’s overall economic growth,the growth of investment in education seems to be slowly.In this paper,depending on the data of the recent decade reports(2003.7-2012.7)and microblog users’ opinions(2009.8-2012.8)on educational investment,researchers found that the communication process of this issue has the following features.Media reports are regular,mainly concentrated in the March,July to September and November to December;governments and media agenda influence public agenda;public agenda is more vulnerable to the impact of unexpected events;opinion field is formed in the public while governments lack interpretation;media’s microblogs lack feedback and interact communication.At last,we think in order to solve the problems existed in the current educational investment and the media reports,government should establish a functional policy release system and should pay attention to public feedback,mass media should interpret these policies clearly,what’s more,they should make full use of their supervision power.
