交通运输是“十二五”时期我国节能减排的重点之一。目前,我国交通运输能耗及排放统计体系不完整、数据缺失,单位GDP能耗考核指标在交通运输子行业进行责任分解时遇到难题,交通运输结构性矛盾突出,内河航运比较优势尚未充分发挥,铁路货运能力严重滞后等因素抑制了交通运输资源利用效率的显著提升。“十二五”时期,我国宜加快建设并完善三大基础交通运输体系,构建交通运输领域节能减排的长效机制。一是加快建立并完善各种交通运输方式的能耗统计体系;二是采用实物量指标作为交通运输领域节能减排考核指标;三是合理布局交通运输方式,同时构建智能交通体系,通过智能化管控与服务、车路协同等,大幅提高现有交通设施资源的利用率,提升交通系统效能。
<<Transportation industry is one of the main areas which should take the primary responsibility of energy saving and emission reduction during the Twelfth Five-Year period.Currently,the statistics system of energy consumption and emission in transportation area is imperfect,and the problem of data missing is serious.So,it is very hard to allocate duty by the index of energy consumption per GDP.In addition,the structural contradictions are actue in transportation industry.For instance,the inland river ports fail to take the comparative advantage.Besides,the improvement of resource utilization efficiency is restricted by the lagging rail freight capacity.Therefore,during the Twelfth Five-Year period,China should accelerate the construction of three basic transportation system,and build the permanent mechanism of energy saving and emission reduction.The first one is to construct and perfect the statistics system of energy consumption on different transport ways;the second one is to adopt the real transported goods as the evaluation index of energy saving and emission reduction;the third one is to scientifically layout the transportation,and build the intelligent transportation system.At last,the efficiency of transportation system will be greatly enhanced by intelligent control,cooperation between vehicle and road,increasing the utilization ratio of existing transport facilities.
