In 2010，surrounding the target of speeding up the construction of “modern riverside urban area integrating port and urban functions and suitable for industry and living” and centered on improving the independent innovative ability，Huangpu District actively promoted the construction of district innovation system，expedited the development of high-tech industry，emerging industries of strategic importance and modern information service industry，exerted efforts to push forwards the construction of e-government，service for people’s livelihood and urban information，input all strength to properly guarantee information technology and e-government network information’s safety for the Asia Games. Moreover，active progress was made in the science and technology and information works. In 2011，surrounding the target thought of the 12th five-year plan of Huangpu District，this district will continuously improve its environment for independent innovation，focus on cultivating the emerging industries of strategic importance，exert efforts to advance the construction of “smart port city”，e-government and information for people’s livelihood，and further create a new situation for science，technology and information.
