This article introduces the basic concept，elements，and frame of Internet of Vehicles，and describes the necessity and importance of Internet of Vehicles in enhancing traffic safety. Several important traffic safety applications of Internet of Vehicles were described including traffic signal violation warning，curve speed warning，emergency electronic brake light，left turn assistant，lane change warning，cooperative forward collision warning，and pre-crash sensing for cooperative collision mitigation. In the end，the development of Internet of Vehicles all over the world was reviewed with focus on those in USA，Europe，and Japan.
