国务院办公厅于2008年11月10日下发了《关于调整省级以下食品药品监督管理体制有关问题的通知》，该通知规定将现行食品药品监督管理机构省级以下垂直管理改为由地方政府分级管理，业务上接受上级主管部门和同级卫生部门的组织指导和监督。
本课题采用定性和定量研究相结合、理论与实证分析相结合等研究方法，以政府及职能部门的药品安全责任为主要切入点，开展新的行政管理体制下药品安全责任体系研究，旨在探索地方政府药品安全监管职责，促进责任型、法治型政府的建设。
<<General Office of the State Council issued a notice on the adjustment of the provincial food and drug Supervision and Management System on Nov.10 2008，which stipulated to adjust the food and drug administration below the provincial level from current vertical management to level-oriented management.
Combining the theory with practice，this paper carried out a study on the drug safety responsibility system of the local government and its functional department for the purpose to promote government strengthening drug safety management and promote the building of liability government and government by law.
