Pharmaceutical Emergency Response System （PERS） is a key assurance for protecting the national strategic security，social stability and people’s welfare. Against the presence of imperfect pharmaceutical supply system during current disaster relief，the research team proposed a framework of “one system” and “four platforms”，on the basis of full investigation of the legal system for pharmaceutical emergency response，the national medical stockpile system and existing problems. We designed two alternative framework structures for China’s PERS，and from the four platforms of “law support”，“information support”，“capability support” and “finance support” we brought out specific policy proposals for government decision-making.
