Discrepancies exist in cosmetic regulations of different countries and regions. This paper briefly introduced cosmetic regulations （with special focus on regulatory agencies，applied laws and regulations，premarket requirement and ingredient control） adopted by the European Union，USA，Japan and China and made a comparative study of cosmetic regulations among these countries and regions. An informal suggestion was finally given on the attitude and stance that China should take in the harmonization process of cosmetic regulations.
