食品安全风险监测与风险评估制度已成为许多国家食品安全监管的重要技术手段。2009年我国新颁布的《中华人民共和国食品安全法》在法律的层面上对食品安全风险监测和风险评估予以规定。与发达国家相比,我国的食品安全风险监测能力尚存在不足,风险评估刚刚起步,借鉴国际经验建立和完善相关制度是目前我国亟待解决的问题。本文对不同国家和国际组织风险监测体系和风险评估制度进行了比较,希望可为我国该领域相关政策的制定提供参考;同时,本文对目前我国在食品安全风险监测与评估制度方面面临的问题及挑战进行了剖析。
<<To establish the sound systems of food risk surveillance and risk assessment has become an important means and trends for food safety supervision and management in many countries. Food Safety Law of the People’s Republic of China implemented in 2009 has provided a legal basis for establishing both systems. However,the capacity of food safety risk surveillance in China needs to be strengthened and improved in comparison with the developed countries. While,any works in relation to food safety risk assessment in our country just start and be urgent to establish a sound risk assessment system on the basis of international experiences. We hope to provide China for reference in policies-making in relation to food risk surveillance and risk assessment,from the results of comparing the different situations at both the national and international levels. Meanwhile,this paper analyzes the current issues and challenges that China faces.
