The Binhai area financial innovation has the dual strategic target，and realizing of driving industry，gathering the fund and supporting the second industry continue to develop fast examines the effect of financial innovation in Binhai New Area.As to the finance reform localization of target and the pattern choice of Binhai，we propose that innovation should be promoted by financial accumulation which is driven by industrial accumulation，and make the PE and OTC the breakthrough points.Finally we propose that the Binhai area should be constructed to the most vigorous finance center of the world by way of constructing a system，nurturing three functional centers，strengthening four advantages，and making full use of the policy given by the government.
