业主委员会建设是我国物业管理发展过程中的难点问题。我国第一个业委会成立至今已有十几年的历史,但在现实中业主大会召开难、业委会成立难、业委会运作难、对业委会监督难、业委会诉讼难等问题一直制约着物业管理行业的发展。本文对我国业委会制度的产生与发展、业委会建设的现状、存在的问题及成因,以及加强业委会建设的对策进行了阐述,提出了业委会建设应当走法制化、制度化、程序化、职业化、监督化、协商化发展道路的对策建议。
<<The issue of Construction of Houses-owner committee in the estate management field has been a tough question to solve for a long time in China. The difficulties in the assembling in meeting,establishment of the committee,running the meeting,supervising and complaining have been keys to the restriction of development in the estate management industry. The origin and development of the owner committee,the status quo of construction of houses-owner committee,the present problems and reasons and strategies are described in this thesis and the suggestions that how the development of the establishment of the owner committee should be directed is put forward.
