It is an important aspect of the new socialist countryside construction to construct rural public goods supply system based on local needs. Using a set of panel data at the rural community level this paper investigates the local needs and the willingness of public goods investment. Then the relationship between supply pattern and local needs of rural public goods is empirical tested in the case of rural road. The results show that there is a significant and positive correlation between the pattern of village supply and local needs but a significant negative correlation between upper-government supply and local needs. Therefore，it is necessary to innovate the existing supply pattern to build rural public goods supply system oriented to local needs to improve the efficiency of rural public goods supplement.
