Promote the development of low-carbon economy is an important means of economic restructuring，is building a resource saving and environment-friendly society an important way，is to promote the transformation of resources cities，is specific actions.In this paper，the concept of a low carbon economy and international experience，an objective description of the basic features of economic development in Tongling City，based on low-carbon development，described the economic relationship between the transformation and upgrade，and then from Tongling scientific development and sustainable development point of view，made the promotion of economic transformation and upgrading of effective measures.
