虽然小产权房有违于我国现行的法律和政策,并存在着诸多弊端,但因顺应了城市化尤其是大城市郊区化的大趋势而得以快速扩张。目前,小产权房已成为城市住房体系中的一个组成部分,对保障住房民生需求发挥了一定的作用。今后一个时期,随着城市化进程持续快速推进,城市住房压力还会进一步加重。因而,有必要将小产权房纳入城市住房供应主渠道。为此,应正视现实,解放思想,勇于突破不合理的制度框框,采取有效措施,将小产权房引导到规范有序的发展轨道上来,并继续扮演好经济适用房的角色。这样,既可以化解长期困扰城市发展的小产权房难题,也有助于统筹城乡发展和新农村建设。
