虽然小产权房有违于我国现行的法律和政策，并存在着诸多弊端，但因顺应了城市化尤其是大城市郊区化的大趋势而得以快速扩张。目前，小产权房已成为城市住房体系中的一个组成部分，对保障住房民生需求发挥了一定的作用。今后一个时期，随着城市化进程持续快速推进，城市住房压力还会进一步加重。因而，有必要将小产权房纳入城市住房供应主渠道。为此，应正视现实，解放思想，勇于突破不合理的制度框框，采取有效措施，将小产权房引导到规范有序的发展轨道上来，并继续扮演好经济适用房的角色。这样，既可以化解长期困扰城市发展的小产权房难题，也有助于统筹城乡发展和新农村建设。
<<Informal property houses are built in rural collective lands and illegally sold to citizens.Although forbidden by laws，they develop rapidly and spread widely in the way of urbanization and suburbanization.Now informal property houses are a part of urban housing system and play a role in the livelihood housing.We must face up to the reality and break through stereotypes of land laws.The informal property houses should be legalized and incorporated into urban housing supply system for lower income citizens，similar to economically affordable houses.
