从历史的角度看，中国城镇化战略越来越受到重视，但是半城镇化积累的问题十分严重，城镇化制度安排滞后。现实中，城镇化成就显著，但是不协调、不均衡、不持续、不全面等问题突出，表现为土地城镇化盛行，民生问题突出，转型发展任务艰巨。未来，要从战略高度作出城镇化的顶层制度安排，全面推进以人为核心的城镇化，全民共享城镇化发展成果。
<<Historically，the strategy of China’s urbanization has been paid more and more attention，but the problem of the accumulation of semi-urbanization is very serious，and institutional arrangements of urbanization lag.In reality，achievements of urbanization are remarkable，but non-coordinated，unbalanced，unsustainable，non-comprehensive problems，such as the prevalence of land urbanization as well as people’s livelihood，and the arduousness of transformative and developing task，are outstanding.In the future，China should make institutional arrangements in the top level of urbanization from a strategic height and promote human-centered urbanization comprehensively so that citizens can share the developing achievements of urbanization.
