The essence of the government response ability of network opinion is that the government by the events revealed on the network gives self-mangement.This article revealed the essence of network opinion，put forward the right to response on network opinion，and at the same time studied three parts of the government response ability，that is，the response opinion the government should have to respond network opinion，construct a comprehensive response system，normalized response procedure and index.We should improve the government ability from the whole framework to perfect the government’s response of network opinion，which is the key factor to rebuild the credibility.
