本报告考察了西方公共服务理论的历史发展脉络，梳理了不同理论视角下公共服务理论的核心观点，着重阐述了新公共服务运动的价值取向，及其对我国推进公共服务建设所具有的借鉴意义。在此基础上明确提出，服务型政府理念下我国公共服务建设的基本价值诉求是，在公平公正的原则上实现基本公共服务均等化，探索公共服务多元供给主体模式，凸显以人为本的价值理念。

The value of China’s public service demands under the concept of service-oriented government and the history of public service theory This paper investigates the history of thcones of public services in the west，sorts out the core of the public service theory under different theoretical perspectives，especially stresses the value of new public orientation service campaign，and is used as reference for promoting the construction of public services in China.And on this basis，this paper clearly puts it forward that the basic objectuie of public service construction in China is to realize equal basic public services Consistent with the concept of service-oriented government，and explores the main model of having multiple suppciers of public service to highlight the value of people-oriented concept.
