This paper is focused on the problems that disabled women face and their needs based on the survey of disabled women in Heilongjiang Province. It finds that there are big differences between disabled women and women as a whole，between disabled women in urban and rural area，and between disabled women and disabled men. Disabled women also face bottleneck problems in employment，political participation，marriage and family. This study also finds that disabled women have different needs and interests in three areas：basic life security and assistance，social inclusion and social support，and participation in development and decision-making.
