The number and proportion of women in senior government positions are one of the important indicators to measure the status of women in China. Under the direct leadership of the vice chairperson of the Standing Committee of the 11^th National People’s Congress（NPC）and the president of the All-China Women’s Federation（ACWF），Chen Zhili，the ACWF jointed relevant departments and implemented the“Growth of Women in Senior Government Positions and Policy Advocacy”project since 2009. After three years of hard work，the expected goals have been achieved and many fruitful results have been obtained. This paper focuses on the background，significance and characteristics of the project，which has set an example of promoting policy development based on research. While discussing the main finding of this research，the paper reflects on the main progress and experiences of the promotion of policy research and recommends a strategy for promoting the growth of women in senior government positions.
