Over the past five years，China has made positive progress in promoting gender equality and women’s development. The top-level policy design of advancing gender equality is significantly strengthened. The Party’s policy agenda emphasizes the adherence to gender equality as a principal state policy. The objective of promoting women’s development in all aspects has been incorporated in the goals of national development plan. While the New-10-years Program for the Development of Chinese Women is promulgated and is being implemented，All-China Women’s Federation leads women’s federations at all levels to actively construct’strongholds’and“warm homes”，so as to benefit vast women masses regularly and over a long term through enhancing a broadly based women’s participation and basic services delivery. This leadership role is a proactive attitude in response to the party’s and the government’s new requirements and women masses’new expectations. All kinds of women’s organizations are appearing rapidly along with the development of advancing social management and services to provide diversified services for the survival and development of different groups of women. The difficulties and hot issues in areas of gender equality and women’s development have become widespread concerns in society. These issues include women’s participation in grassroots democratic governance，the promotion of women’s advancement in senior government positions，the construction and management of public toilets，subways and other facilities，the rules and procedures of admission at universities，employment recruitment，and retirement and so on. In all，how to ensure gender equality becomes a social problem widely concerned by society. At the same time，we have also seen the rise of diversity and complexity in the advancement of gender equality and women’s development along with the difficulties and challenges facing China’s development. These challenges that have to be faced require adequate attention to be effectively resolved in the process of constraction of an overall moderately prosperous society.
