In this section，two monographic study reports are included. The first one systematically researches the experience of Hongkong’s purchase of public services. This report concludes that purchasing public services is an important tendency which helps to ease the burden of government and enhance the quality and benefit of public services in the public service reform. The experience and practices of public service purchasing by Hongkong government is worth considering and learning for the public reform conducted in mainland China which is undergoing social transformation currently. The second report introduces the practices of comprehensive arrangement of the infrastructure construction and management in some foreign countries systematically，and studies the modes of infrastructure construction in detail，such as the BT Mode，the BOT Mode and the TOT Mode，which are quite representative. All the research results must offer something for the infrastructure construction in our country.
