Since the implementation of the Outline of China's National Plan for Medium and Long-Term Education Reform and Development (2010-2020), a series of policies and projects have beneficial effect to promote education equality; such policies include the nutrition improvement project for rural students in compulsory education schools, the free secondary vocational education policy for rural students, and the universal policies to enable migrant workers' children to take college entrance exam in different areas. Meanwhile, local reform pilot programs have achieved successful experience, some of which have been promulgated and put into effect at the national level with dramatic effect. Now, China's education reform has entered a critical stage, where comprehensive and integrated approach needs to be introduced with full consideration of potential economic and social impact. Chinese education system needs to address many problems and challenges as soon as possible in order to achieve important progress in adjusting educational structure, promoting fair chance of higher education enrollment, reforming examination and enrollment system, and transforming government functions. To achieve these goals, national macro-level policies and decisions should be supported through strengthening the top-level design and finding breakthrough of the current education reform.
