The Socialist market economy system was gradually deepened and asymptotic implemented in the reform process. From the previous state-owned economy to the distribution of the state-owned capital in national security industry and economic artery, then the emphasis on fairly using of the production factors and legal means to preserve it, all these are concentrated expressions of the formerly proposition of the establishment of the pluralist economy. However, as China's reform from a planned economy to market economy is a gradual process, the existing administrative monopoly of planned economy and "the glass door" of operation creates serious obstacles to the reform, and it goes against the overall advancement of the great reform. This chapter reviews China's reform process of administrative monopoly and "the glass door" since 2003 ,analyzes and summarizes the reform experiences and lessons, puts forward the reform policy recommendations aimed at goals and tasks of the socialist market economic system construction, which were proposed in The 16th、17th、18th National Congress of the CPC(Communist Party of China), provides a solid institutional foundation for the country on the new journey of reform. <<
