A comprehensively national honor system requires the formulation of corresponding laws，rules，regulations，and the nominating requirements and awarding standards in accordance with a country’s own condition. A national law on the honor system has been enacted in Germany，Russia and France，providing a basic legal support to the enforcement of this system. What’s more，a special managerial office has been set up in both Russia and France to guarantee the fairness and authoritativeness of the orders and decorations，by examining and verifying from the nomination process to the awarding ceremony. The authors analyze the laws，rules and regulations of honor system in Germany，Russia and France，focusing on their legal systems，the procedures of application，examination and promulgation as well as their specific legal contents，with a view to providing insights for the institutions of relevant laws in China.
