'At present, competition for talent is essentially competition for talent development environment, and exploitation of talent resource is inherently exploitation of talent development environment. Based on the investigation of talent development environment in Chongqing in 2012, the authors make an in-depth analysis of the characteristic of evaluation for importance and satisfaction of talents of different genders, different kinds, different professional levels, and of talent who began to work in different time, in terms of containing working conditions, living conditions and social environment. They suggest that great attention shall be paid to the working conditions of talent development, so as to improve the living conditions which is focused on income and consumption step by step, to take an active interest in the development need and tendency of female talent, to improve development environment for different kinds of talents according to local conditions, to widen the development space for talents who have vice-senior title, to grasp the rules of environmental needs changed by different working time, and so on.
