Since the Law of the People's Republic of China on Farmers' Specialized Cooperatives has taken effect, the Chinese farmer cooperatives have made great progress. The development of farmer cooperatives in general is still at the preliminary stage, where a variety of problems is quite significant, such as low overall capacity, vulnerability towards risks, low-percentage of coverage, etc. It is obvious that the current situation can not meet the requirement for agriculture-related development. As a result, we need to accelerate the establishment of farmers' organizations, and provide solutions on how to promote and improve the system of farmers' organizations. Accordingly, theoretical exploration and social practice have been carried out at regional level. To sum up, although there exist differences on the selection of roadmap and the mode of detailed plans, we have reached a framework agreement on how to improve the degree of farmers' organization and the establishment of national farmer's organizational system. <<
