The year of 2012 is a critical year for the Outline of China's National Plan for Medium and Long-Term Education Reform and Development (2010-2020) to be carried out in a comprehensive manner.For example, extensive administrative regulations from central to local governments have been promulgated and put into effect, a series of programs for education development and pilot projects for education reform have been launched, and some urgent and difficult problems in education have being mitigated.However, looking forward, under the background of complex foreign and domestic situation, coupled with new demand from social and economic development and people's rising expectation, Chinese education system still needs to address many problems and challenges.To answer those questions, national macro-level policies and decisions should be supported by detailed and practical measures.Moreover, the instruments for implementation and policy roadmap must be improved.Through this way, the capacity of national education policies can be further strengthened; and meanwhile, enough space can be reserved for local governments to adjust measures to local conditions, which will be expected to form a smooth interaction between top-down and bottom-up mechanisms and push forward education reforms in depth.
