    国内外食品添加剂管理制度比较及中国现行管理问题和对策分析研究

    摘要

    本文介绍了我国《食品安全法》中食品添加剂主要管理规定、国内外食品添加剂管理制度比较、我国食品添加剂管理的问题,并提出了相关建议。我国食品添加剂管理制度主要包括食品添加剂的新品种行政许可制度、生产许可制度、风险监测和风险评估制度、相关标准规定、标签标示制度、监督管理规定等。从食品添加剂管理机构、风险评估机构、食品添加剂的行政许可资料要求、食品添加剂的标准体系构成等方面将CAC、美国、欧盟、日本、澳大利亚新西兰与我国食品添加剂管理的异同点进行了比较。分析了我国食品添加剂管理中存在的食品添加剂风险评估和风险交流工作有待加强,目前食品安全监管模式下食品添加剂标准构成不能完全满足监管需求,食品添加剂监管重终产品检验、轻过程管理等问题,并提出了加强食品添加剂管理的对策与建议。 <<

    Abstract

    The food additives management provisions in China Food Safety Law were briefly introduced and the food additives management between China and abroad was compared in the article.The insufficiency of food additives management was analyzed and some suggestions about how to improve the management were given in the article.The food additives management provisions in China Food Safety Law include provisions for pre-market approval,production license,risk surveillance and risk assessment,food safety standard,labeling and inspection of food additives.The compare of food additives management include the difference and similarity of risk management authority,risk assessment body,the data requirement for food additives pre-market approval and standard and regulation system in CAC,USA,EU,Japan,Australia-New Zealand and China.The insufficiency of food additives management in China include the risk assessment and risk communication of food additives need to be improved,the food safety standard can't meet the requirement of food additives inspection under current situations and the inspection of the use of food additives focus on the product test and ignore the processing inspection.Some suggestions on how to improve the management of food additives were given at last. <<
