The United States is a very important country and has profound impact on the world energy market in both supply and demand. In recent years, the U.S. natural gas and oil production in such a rapid growth has brought new energy landscape changes to the world, and also promoted changes in the pattern of world energy. Since taking his office, the President Obama has developed strategies going with priorities in having shale gas, an unconventional one rather than oil and gas, using clean energy, dealing with climate change and improving energy efficiency to achieve the U.S. energy independence goals.
Latin America enjoys rich oil reserves and is currently in a new era of oil and gas discovery and development, but Latin American countries are now holding very different national foreign cooperation policies. Despite the fact that the "resource nationalism" is on its rise, opening-up policies maintain the mainstream still, and there is no change either in implementing diversification strategy of resource cooperation with foreign countries. Latin America is not only strategically significant to ensure diverse sources of oil imports to China, but also becomes an important targeting area for "going out" strategy implementation for Chinese oil companies.
