2009年度,欧盟对外关系主要受到日趋恶化的世界金融危机、俄格战争导致欧洲东部安全局势恶化、美国民主党上台执政和新兴经济体力量崛起等因素的影响。在这一背景下,欧盟对外关系的主要特点是:(1)利用世界金融危机提高自己在跨大西洋联盟中的地位;(2)谨慎介入调解欧洲东部局势,缓和欧俄关系;(3)积极推动改革国际金融体制,以应对危机并借机提高自身的国际影响力;(4)对外贸易保护主义倾向加强;(5)与美国争夺应对气候变化议程的主导权。在欧美关系上,奥巴马上台使欧美关系得到迅速转暖的契机,双方将在竞争中保持平稳发展;在对俄关系上,欧盟在俄格冲突和能源问题上都不愿意触怒俄罗斯,欧俄关系将保持谨慎缓和的态势。
<<In the past year,the EU’s external relations were compounded by the combined effects stemming from the worsening global financial crisis,the deteriorating security situation in Eastern Europe caused by Russian-Georgian Conflict,the assumption of power by the American Democratic Party and the rise of emerging economies. In this context,the principal characteristics of the EU’s external relations display themselves as follows. First of all,the EU attempted to raise its status in the Atlantic Alliance by taking advantage of the global financial crisis. Secondly,the EU prudently dealt with the issue of Eastern Europe and tried to ease EU-Russia relations. Thirdly,the EU actively promoted the reform of global financial system in order to cope with the crisis and to improve the EU’s international influence. Fourthly,the protectionist tendency became evident in the EU. And fifthly,the EU competed with the US for the leading position in the agenda in response to the climate change. As for the EU-US relations,it provided an opportunity to rapidly warm up the bilateral relations as Obama came into power. With regard to the EU-Russia relations,the EU was reluctant to infuriate Russia on both the issues of the Russian-Georgian Conflict and of energy,which forced the EU to keep a cautious and moderate attitude towards Russia.
