Changes have taken place in the European Union's Common Foreign and Security Policy in the past year,including in particular an increasingly integrated common security and defense policy and the emerging innovative instruments in the EU's foreign policy.In light of the "smart defense" inspired by the NATO,the EU "takes the advantage" of the fiscal austerity which the member states are facing and incorporates more military and defense resources into the EU in order to maintain its overall defense capacity.By inventing innovative instruments and institutes,the EU has also restructured its diplomatic resources to promote democracy and good governance in its external relations with the neighboring countries.In the energy area,the European Commission suggested incorporating the energy-related negotiations into the EU's competences so as to enhance its collective external capabilities.In the international negotiations on climate change,the EU has been vigorously developing bilateral and multilateral relations around the world to diffuse the application of its emission trading scheme as well as to gain more weights in international organizations,and to obtain recognition for its ideas towards global climate governance.
